Motive is not «mine». I’ve seen it with 16 on 17, but then the first move is 11 or 12. You’re very correct to replace 16, my sleepy eyes didn’t realize that on 16 the same problem occurs with the moves 11-6 or 7.
Is this an interesting motiv for composing ? Looks fine on first sight, hope it stays that way:

This problem is already made in oct. 1997 by the author, who has the most 7×7 problems in the AG archive. As far as I know it wasn’t published yet:

Truus database says the 4 — 2 end is winning

After 11 (138) whites best plan must be 24, 24. Black has the problem that after (28) 6 (32) 1 it’s not possible to do (317?) 19, 41, 13.
